I am not sure I understand the issue.

Attributes created by ncgen (not ncgen4), say :x="abc",
are of necessity created as char types
because the string type does not exist
for classic files (or netcdf-4 classic files).

For a netcdf4 non-classic file, an untyped attribute
such as x above will be created as a string typed
attribute. You can force char typing,  I believe by using
a sequence of char constants.
  :x = 'a', 'b', 'c'
