[netCDF #NPQ-519958]: netCDF General - netCDF on windows

In particular, the pre-built Windows packages are in this directory:

  ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/

There's more than one to support needs for varous Fortran interfaces.
