I'm sorry, but I can't see what is going wrong for you.

We have had some other problems with the ia64 platform and intel.

Could you try setting the flags suggested by this user:
http://www.unidata.ucar.edu/software/netcdf/docs/other-builds.html#linux_ifort

Please let me know if this doesn't work for you.
