[netCDF #IKQ-879398]: caluclating wind direction from U and V components

If you're using NCO operators like ncap, then the atan() function returns its 
result in radians, not degrees, so you should adjust your formula 
appropriately.  That seems like a reasonable way to do it.  I think this would 
not necessarily be a good question for the netcdfgroup mailing list, because 
it's not really about netCDF, but about converting from cartesian to polar 
coordinates. There also may be some knowledge needed of whether the u and v 
components of wind speed are relative to the grid or relative to true north and 
true east.
