I don't know if this is possible using Visual Basic, but it is certainly
possible by writing a C program to do the work.  It should also be
possible using other packages that support read/write from/to netCDF.
The 'Where is netCDF Used?' webpage:

should be a good starting place to look for a package that might do
what you are looking for in Windows.
