20031213: netcdf compiling error on Itanium2/Linux

I would be surprised if "ecc" is a substitute for the C preprocessor,
which can be invoked as "gcc -E".  Are two commands equivalent?  If not,
then you should

    1.  Go to the top-level source-directory.

    2.  Perform steps 3 through 5 described near the end of the file 
        INSTALL.html.

    3.  Ensure that the environment variable CPP is unset.

    4.  Perform steps 6 through 9 described near the end of the file 
        INSTALL.html.

    5.  Stop here.

If the two commands are equivalent, then don't do the above but continue
with the following:

> CFLAGS="-O"
> CPPFLAGS="-DNDEBUG -DpgiFortran"
> FFLAGS="-mp"
> FLIBS="/usr/local/intel/compiler70/ia64/lib/libPEPCF90.a"

I don't know.  In general, it's best to use the same compiler.

Well... this failure was very early in the testing.

Please send me the file "make.log" from the above attempt.
