The current beta version (3.5.1-beta13) is available from

  ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-beta.tar.Z

What URL were you using?  I'm not sure what "Tim Hoar's notes" refers
to.  Is this in a netCDF web page?  I've searched for it on all our
site pages and can't find it ...
