That is correct. The fact that the pqf77 compiler can't find the C
runtime library that it, itself, requires indicates a problem with the
installation of the PG compilers. You should bring this to the attention
of your system administrator. Until this situation is rectified, there's
not much that you can (or should) do about it.

You are correct in that it shouldn't be your responsibility.
