I assume you want to just use ncdump program? Normally you would use the netcdf library within a program you are writing, which would require that you have a C compiler.
Anyway, go to Control Panel - System - Advanced - Environment variables. Edit the one thats called "Path" and add the directory that ncdump.exe lives in. Start up a _new_ shell window, type "env" and make sure the path is correctly specified. if so, type "ncdump -h <filename>" and see that it works.

Hello,

We are trying to install netCDF on a PC running Windows XP, and we are not
succeeding.

We've downloaded netcdf.zip and netcdf-3.5.0.win32bin.zip from your web
site, and installed them following the instructions to the best of our
abilities. We don't have C compilers, so we need to use the pre-built
binaries.

We think that we haven't put the files specified for the PATH in the proper
directory. Where is PATH?
