According to Dirk Slawinski on his web page dealing with building the
netCDF package using Lahey Fortran:

the value of the CPPFLAGS environment variable should be

    export CPPFLAGS='-DpgiFortran -DNDEBUG'

rather than

    export CPPFLAGS='-Df2cFortran -DNDEBUG'

I suggest trying the following:

    1.  Go to the top-level source directory.

    2.  Perform steps 3 through 5 described near the end of the file
        INSTALL.html.

    3.  Ensure that CPPFLAGS has the value above.

    4.  Perform steps 6 through 9 described near the end of the file
        INSTALL.html.
