Forgive me for being Windows ignorant if the following does not make
any sense.

ncdump is not an interactive program.  You specify options you want on
the command line and then hit the Return key to get it going.  I don't
know how these kinds of programs are supposed to work under Windows, but
it strikes me that simply clicking on an icon for the executable would
not do what is needed.

Did you try opening up the MS-DOS window available in Windows 2000 and
running ncdump.exe "by hand" from it?  I answered an email from another
user on Windows on how to use ncdump.exe, and this is the way it worked
for him.

In the meantime, while you experiment with running ncdump.exe by hand,
I will dig up someone who runs under Windows routinely and ask him how
things should work.
