The development of netCDF-4 required more resources than the Unidata
Program Center could dedicate to it, so I wrote a proposal to the NSF
ITR program to team up with NCSA in developing netCDF-4 on top of
HDF-5.  A description of that proposal is available here:

The panel of reviewers rejected the proposal, mostly because it was
too little research and too much infrastructure.  We're still seeking
resources for this development.  It's currently part of another NSF
ITR proposal about which we haven't heard yet, and if that gets
rejected, it's being written into the Unidata 5-year proposal to NSF
for our work from 2003 to 2008.
