We have two relevant files:

    
ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.3a-win32dll.tar.gz

    ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.3a-_fortran.zip

I'm not an expert on the Windows version of the netCDF package -- but I
suspect that you should get both files.
