The netcdf 3.5 version has been built using Compaq Visual Fortran 6.5, and 
these binaries should work for you:

  
ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.5.0.win32makeVC6.zip

if you have to rebuild the libraries, get these files and follow the README 
instructions:
