I dont know much of the specifics around what you want to do.  I can
tell you that from C code, to use a DLL library you have to link against
netcdf.lib, which contains all the interface code to the DLL. I'm sure
that BASIC must have some convention for providing interfaces to DLLs
but I dont know what they are. Probably you should go to a MS BASIC
maillist of Newsgroup to find out how this is done in general.
