The obvious way to do this would be to put the commentary into a global
attribute -- in CDL format, something like the following:

    netcdf {
        ...
        variables:
            :commentary =
"This is a two-line comment on the contents of this netCDF dataset, 
which is contained in a global variable.";
        ...
    }
