Sorry, I don't know why the tar file is giving you problems and I'm
currently at the AMS conference in LA, so it's difficult for me to really
investigate the problem.

I suggest manually creating the necessary subdirectories for the time
being.  We'll repack the distribution when we get back to the office on
Monday.
