Does your system have any RPC/XDR support at all?  If so, where is the
XDR header file and where are the XDR functions?

Odd.  I built the VMS-beta release on both VAX/OpenVMS and Alpha/OpenVMS
systems and didn't have any problems with the `#include <foo.h>'
construction (whose validity is mandated by the C standard).  Here are
the details of the the systems:

    VAX/OpenVMS:

        OS: OpenVMS V6.2
        CC: cc/decc (DEC C V5.2-003 on OpenVMS VAX V6.2)

    Alpha/OpenVMS:
        OS: OpenVMS V6.2
        CC: cc/decc (DEC C V5.0-003 on OpenVMS Alpha V6.2)

What are your systems?

I've made a BACKUP save-set of the Alpha/OpenVMS installation available
at the following URL

    ftp://ftp.unidata.ucar.edu/pub/binary/alpha-vms/netcdf-2_4_3.bck

It doesn't contain the source files and directories.
