Unfortunately, we have no mirror sites for the netCDF package.  We are
interested in someone in Europe stepping up and setting up a mirror site,
but we do not have someone actively interested.

I understand.  Are you trying your FTP at particular times or are
you trying at a variety of times?

All I can suggest is that you try again.  In the interim, we will be
trying to find out if a mirror site can be setup in Europe.
