There is a netcdf-java program that converts Grib to netCDf and one to convert 
gempak to netCDF. The Grib to netCDF
information is located at:

Here's a support message about Gempak netCDF process. This is probably the most 
difficult process.

Note the the Gempak code support will be terminated in the near future, so I 
would suggest using one of the first 2 options.
