[netCDFJava #FFP-649276]: BUFR support: what types are supported?



We are trying to make a general BUFR reader for versions >= 2. The main problem 
is getting local tables. There also are a fair number of incorrectly formed 
BUFR messages out there in the wild.

This mostly works now, allowing access to the raw data. However, 
interpreting/geolocating the data (such that IDV can display) is an ongoing 
challenge, so we are concentrating our efforts on specific types our users tell 
us they need. Feel free to send such examples in.
