[LDM #HHK-349534]: LDM data feed down

Hi Wanhong,

It would be very useful to us to have you run the following test and
leave it running for several minutes:

<as 'ldm'>
notifyme -vl- -f ANY -h uni20.unidata.ucar.edu

This test of directly accessing one of the real server backends of
our relay cluster, idd.unidata.ucar.edu, will allow us to see if:

- the IP address that we are seeing is, in fact, 128.163.8.100
