Sorry about the confusion. I had a similar conversation with
Gregg Stossmier at JOSS across the hall yesterday and spaced 
the reply to you.

Yes, you can just download and install the NetCDF library from our
WWW pages.

I can package up a tarfile of just the decoder for you. Its very similar
to the dcacars decoder (actually I created the dcacars decoder from it).
Or, I can make you a binary release.

Our university sites are running Gempak 5.4, but I have a version that
I have compiled with NCEP's 5.4.3y distribution as well. So, if you want
to build from source, we should figure out where you are with the releases.
