19990329: updating upperair station info for GARP

The problem should be that Garp is finding 71896 for YXS in the gempak
file rather than 71908 since there is an entry for that station in the
upperair snworld.tbl (and snstns.tbl) files that dcuair uses to create
the file.

When Garp goes to plot YXS, it uses area=@YXS in the equivalent to snprof,
and it finds that the upperair file was created with a location for
YXS/71896- and this location is empty.

To remedy this problem, edit your snworld.tbl/snstns.tbl $GEMTBL/stns
file so that new upperair files won't have 71896 defined as YXS, eg:
YXS       71908 PRINCE GEORGE ARPT (was 71896)   BC CN  5390 -12280   601
          71896 PRINCE GEORGE ARPT               BC CN  5388 -12268   691

Now, you can use the snstns program to update the station information for
your previously decoded files using idntyp=stnm (station number).

When you update the station information by number, the YXS id for 71896 will
be overwritten by the "      " stid.

When you go to plot the upperair data in Garp now, and the table specifies
YXS, it will use the 71908 area and find the data.
