19990105: Problem setting Nsat enhancement default



James,

The ID number for GOES10 is 74. The problem with copying 
the GOES-9 entry is that GOES-9 was 72, GOES-8 is 70
(The sounders onboard are instrument numbers 71, 73, 75).
 for example,
GOES10               VIS          30    220     74      1      0 vis_upc.tbl
GOES10               IR_3.9        0    255     74      2      0 GRAY
GOES10               WV_6.7        0    255     74      4      0 wv_upc.tbl
GOES10               IR_10.7       0    255     74      8      0 ir_upc.tbl
GOES10               IR_12.0       0    255     74    128      0 GRAY

The "raw" flag "1" would be used for uncalibrated images; however, all the
IDD AREAfiles are calibrated, so the brightness values are 0 through 255.
