[CONDUIT #HDJ-543138]: CONDUIT HRRR data

The HRRR data that originates from the NOAAPort SBN should be
in the NGRID feed, not CONDUIT.  The HRRR data that originates
from NOAA/GSD should be in the FSL2 feed, and this HRRR is
not relayed in the IDD; it is only available as a point-to-point
feed from us.

The availability of RAPv3 should have no effect on the HRRR.
Again, HRRR data should be found in either the NGRID or FSL2
feeds, not CONDUIT.
