Karen,

The 17Z ruc files were only inserted once. The .status files give the times that
each was inserted. The grib2 version of the RUC 20km were inserted:

NWS did have some ADMIN messages today about their GFS runs being delayed, and 
that may have trickled down
to the NCEP posting to CONDUIT, but all through 21Z have been received here as 
of 22:02Z. Here is a snip of

I think you are just seeing the slug of data that was delayed between 16Z and 
19:34Z and
the catch up to current.
