20050204: CONDUIT grids getting later and later again



Brent and Paula,

On short term inspection, I think the decrease in queue size on
tgsv32 has made the desired improvement- at least enough to monitor
before removing the .5 degree data. 

I watched the 18Z GFS data today with peak delay around 21 minutes:

There were actually periods where tgsv32 was idling just waiting for
the next gribinsert for 20-90 seconds at times.

I'm assuming there is a corresponding decrease in queued jobs on your
end.
