Pete,
NCEP has a tool available that will convert a GRIB2 file into a GRIB1 file. The software can be downloaded at: 

http://www.nco.ncep.noaa.gov/pmb/docs/grib2/
You will need to make sure you download and compile the JPEG2000 libraries before you try to compile the CNVGRIB code.
