[AWIPS #XBI-122690]: Procedures and color tables all gone

Okay, we can double check this once our servers are back online.

If your attachment is a question about why CAVE won't connect to EDEX, it is 
because we had a
known outage this weekend because of the cloud provider we host our EDEX 
servers on.
We are about to send another update to the mailing list, but we are still 
waiting on the cloud
provider to get things back in working order before we can turn our servers 
back on, but will 
do so as soon as we get the green light.

any possible
