[AWIPS #HRM-616770]: Adding shapefiles to AWIPS

Hi there,

> Attached are both sets of files.

Okay great, thank you. And which set has the PROJCS and the GEOGCS? Tornado_3
or Tornado3?

We are currently working on version 23.4.1 of AWIPS which will be on RHEL8
(we're attempting to use
Rocky8 since CentOS is no longer an option).
The public EDEX will still be in the cloud (like it currently is), but our next
release of CAVE will
still be a desktop application, like it is now.

Do you run you're own EDEX then as well, to use the shapefile tool with it?
