That seems like very strange behavior indeed.

Have you tried uninstalling your current version of CAVE and then installing 
and running the
beta, v20, of CAVE:
http://unidata.github.io/awips2/install/install-cave-beta-v20/#windows

Do you get the same behavior with v20 as well?
