[AWIPS #LND-610193]: Error message when opening CAVE

As far as I'm aware, Hazard services is not yet fully operational in the NWS 
version
of AWIPS.  We will not attempt to incorporate it into the Unidata release until 
it is
at least integrated into the production version of AWIPS from Raytheon.

I don't know what their timeline is on this process.
