[AWIPS #BYX-538657]: AWIPS install

Thanks for reaching out! We just recently figured out how to completely package 
the environment
and dependent software (python and java) for CAVE for Windows, so we just now 
updated our 
installer for v18. If you go back to our installation page, it will look a bit 
different now:
http://unidata.github.io/awips2/install/install-cave/#method-1-direct-windows-install

All you need to do is download our new installer (has the same name as the 
previous one), and
run that.  You should be able to run CAVE afterwards. Please let us know if you 
have any issues.
