[AWIPS #RGM-945173]: CAVE 18.2.1-5 Not Displaying Wind FLags

Hi Pete,

I'm looking at this a bit on our test Mac that is running 12.3.  When I go to 
load the 
surface winds currently, I'm getting an warning that prints out.  Are you 
seeing the same
thing?  If you go to CAVE > Open AlertView, do you see a warning with the 
message: 
"Error checking if plot is valid for plot model windDesign.svg"?

I just want to see if you're experiencing the same thing I am right now.
