[THREDDS #HEF-957834]: thredds.war and Tom Cat deploy issue

your tomcat user (the one who starts up tomcat) should own everything under 
${tomcat_home}, in your case  /var/lib/tomcat5/

the tomcat user should not have root privileges - generally make it as 
restrictive as possible, perhaps only read privileges in your data directories.
