Subject:  New Public Zones and Boundary Changes for Parts of
          Central and Northeast Oregon and Southeast Washington,
          Effective December 3, 2013

Effective Tuesday, December 3, 2013, at 1200 Coordinated Universal
Time (UTC), 4:00 AM PST, NWS Weather Forecast Office (WFO)
Pendleton (PDT), OR, will make modifications to some of its public
zones to better represent climatological conditions and to follow
terrain features more closely.

The main change will be to split ORZ042 (North Central Oregon)
into a northern and southern part forming two new zones (ORZ510
and ORZ511). In addition, the metropolitan area of Bend, Oregon,
will be included in the new southernmost zone (ORZ511)  Central
Oregon) and removed from OZ509 (East Slopes of the Oregon
Cascades) because of its lower average annual snowfall.

Minor border adjustments will also be made to

WAZ024 (Eastern Columbia River Gorge of Washington)
WAZ520 (East Slopes of the Washington Cascades)
WAZ521 (Simcoe Highlands)
ORZ041 (Eastern Columbia River Gorge of Oregon)
ORZ044 (Lower Columbia Basin of Oregon).

These zone changes require partners and users to take appropriate
action to receive products using the Universal Generic Code (UGC)
Zone Code Format (Z) listed in Table 1. Products affected by this
change are listed in Table 2.
