ICAO Amendment 72 to Annex 3 METAR, SPECI and TAF Issues

Attention users of METAR, SPECI and TAF data and bulletins.

ICAO has approved Amendment 72 to Annex 3 (Meteorological Service
for International Air Navigation) for implementation November 01,
2001.  This changes the format of METAR, SPECI and TAF reports
and also the bulletin format itself.  WMO has also approved these
changes.  These changes were introduced to support direct
datalink to the cockpit of in flight aircraft.

There has been considerable discussion by producers of data
regarding how this will be implemented.  Both ICAO and WMO have
provisions for data producers to declare what differences or
exceptions they will have to approved standards.  Many countries
including the U.S. have stated they do not plan to implement the
changes in November and will file exceptions.  However, there
will be some implementation of the changes.

The NWS will make very few changes to it's products.  METAR,
SPECI and TAF products originated from NWS Weather Forecast
Offices will not change.  Collectives from the NWSTG (KWBC) will
not change except possibly those created for the FAA which are
identified with an ii group of 90.  We are working with the FAA
to determine their requirements.  We have been informed by the
DoD, they do not plan to change the format of their products.  We
are waiting for information from the FAA as to what if any
changes will be made to their products.  Many international
producers will not implement the changes.  Japan has stated it
will implement the changes and some other countries will probably
also do so.  Some countries will implement part but not all of
the changes.

In the U.S. the FAA is the executive agency for Aviation and the
representative to ICAO.  NWS is the executive agency to WMO.  We
are working with the FAA and our international partners to get
complete information about the upcoming changes.  As we get
information we will keep you updated.

Below are examples of the format changes and the states of
implementation we expect.  Also included are the specifics for
each of the NWS originated products.

For METAR:

The first line "METAR 210500Z" would be included even if there
was only one METAR report in the bulletin.
