SUBJECT:    NATIONAL WEATHER SERVICE OBSERVING HANDBOOK NO. 7
            (WSOH #7), PART I (MANUAL OBSERVATIONS) IMPLEMENTATION


Dr. Friday has taken the decision that National Weather Service Observing
Handbook No. 7 (WSOH #7), Part I (Manual Observations), shall be
implemented January 1, 1995.  Part II (ASOS Observations) was implemented
November 1, 1994.  Part III (ASOS Augmentation/Backup) and Part IV
(Supplementary Observations) implementation has been delayed until 1996.

On January 1, 1995, the Office of the Federal Coordinator for Meteorological  
Services and Supporting Research will implement the 4th edition of Federal
Meteorological Handbook No. 1 (FMH-1) entitled "Surface Aviation Observations",
dated August 1994.  This revision supersedes the 3rd edition of FMH-1, dated
April 1988.

In accordance with prior interagency agreements, agencies of the Departments of
Commerce, Defense, and Transportation operating surface aviation observing
programs should take appropriate actions to implement agency-specific procedures
and practices on January 1, 1995.  In addition, agencies shall ensure that the
procedures and practices being implemented are in compliance with their
respective observing handbooks.

Requests for WSOH #7 from non-Government users can be referred to NCDC
(704-271-4800).  The price is $25.00 per handbook plus a $5.00 service
and handling charge per order.  Requests for FMH-1 (1994) from
non-Government users can also be referred to NCDC.  The price is $20.00
per handbook and a $5.00 service and handling fee.  Government orders
for WSOH #7 should be sent to NLSC.  Requests for FMH-1 should be kept
at a minimum.  There is a limited supply and they are NOT stocked at
NLSC.  Requests should be directed to W/OSO14 (301-713-1792).  We will
then ask the OFCM to send the requested copies from NCDC to the
requesting station or office.
