SUBJECT:    RECENT POWER OUTAGE AT THE NOAA SCIENCE CENTER
            (NSC)

REFERENCE:  NTIM 93-43, SAME SUBJECT, DATED NOV. 22, 1993

(THE FOLLOWING INFORMATION WAS PROVIDED BY MARY NEWTON OF THE
SERVICES DEVELOPMENT BRANCH, IN COORDINATION WITH LOUIS
UCCELLINI, CHIEF OF NMC'S METEOROLOGICAL OPERATIONS DIVISION AND
BENJAMIN WATKINS, CHIEF OF NESDIS' SATELLITE SERVICES DIVISION).

THE POWER OUTAGE THAT OCCURRED AT THE NSC ON MONDAY, 
NOVEMBER 22, 1993, FROM APPROXIMATELY 3:00 PM TO 6:30 PM EST (OR
2000 TO 2330 UTC) INADVERTENTLY AFFECTED THE DELIVERY OF
SATELLITE IMAGERY TO GOES TAP CUSTOMERS.  THE LOSS OF SATELLITE
DATA WAS DUE TO AN INTERRUPTION TO POWER DURING THE TIME THAT
REQUIRED ELECTRICAL WORK WAS BEING PERFORMED ON BACKUP POWER
SYSTEMS.  IT WAS UNFORTUNATE, HOWEVER UNAVOIDABLE.

ON A POSITIVE NOTE, GSA HAS SINCE COMPLETED ALL ELECTRICAL WORK
AND THE SECOND PLANNED OUTAGE WILL NOT BE NECESSARY.  ANY
QUESTIONS REGARDING NMC OPERATIONS MAY BE DIRECTED TO THE SENIOR

                       ***** NOTICE *****

An important milestone in the Automated Surface Observing System
(ASOS) program will be reached on November 30, 1993 when the
National Weather Service (NWS), with the concurrence of the
Federal Aviation Administration (FAA), commissions the first
FAA-sponsored site at Montrose, Colorado (call letters MTJ).  The
commissioning event will occur at 18 UTC, approximately 1 O'Clock
Eastern Standard Time.  This site is unique in that it is
unstaffed, meaning there is no federal presence on site. 
However, the NWS Forecast Office at Denver and the ASOS Operation
and Monitoring Center (AOMC) in Silver Spring, Maryland will
monitor products generated from Montrose and coordinate
maintenance actions as needed.  In addition, the National
Meteorological Center in Washington, D.C. will oversee the
quality of the data.

Commissioning of the ASOS at Montrose means that ASOS will
replace the Supplemental Aviation Weather Observing Station
observation currently being taken at this location with an
automated, around-the-clock surface aviation observation.

NOTE: Because ASOS observational formats are different from
manual observational formats, automated decoder programs may
require software modifications.  Persons wishing more information
concerning ASOS should contact their local National Weather
Service office or call (301) 713-1781, FAX (301) 713-0003.
