SUBJECT:    POWER OUTAGE AT THE NATIONAL SEVERE STORMS FORECAST  
            CENTER

REFERENCE:  FEDERAL PLANS FOR MUTUAL SUPPORT AND COOPERATIVE 
            BACKUP AMONG OPERATIONAL PROCESSING CENTERS,
            FCM-P14-1985

(THE FOLLOWING INFORMATION WAS PROVIDED BY JIM HENDERSON, DEPUTY
DIRECTOR OF THE NATIONAL SEVERE STORMS FORECAST CENTER.)
   
ON SUNDAY, OCTOBER 3, 1993, THE NATIONAL SEVERE STORMS FORECAST
CENTER IN KANSAS CITY, MISSOURI WILL HAVE A (NEAR TOTAL) POWER
OUTAGE FROM 8:00 A.M. CDT UNTIL 6:00 P.M. CDT.  THE AIR FORCE
GLOBAL CENTRAL SEVERE WEATHER UNIT AT OFFUTT AFB IN OMAHA,
NEBRASKA WILL ASSUME THE BACKUP ROLE FOR THE SEVERE LOCAL STORMS
UNIT (SELS).  THE AIR FORCE SEVERE WEATHER UNIT, IN THEIR BACKUP
ROLE, WILL HAVE RESPONSIBILITY FOR ALL SEVERE THUNDERSTORM AND
TORNADO WATCHES AND WILL ISSUE THE 1500 UTC AND 1930 UTC DAY ONE
CONVECTIVE FORECASTS AS WELL AS THE 1800 UTC DAY TWO CONVECTIVE
OUTLOOK.  
 
THE NATIONAL AVIATION WEATHER ADVISORY UNIT WILL BE BACKED UP BY
SIX DESIGNATED FORECAST OFFICES (WBC, MIA, CHI, FTW, SLC, SFO)
ACROSS THE UNITED STATES.  THE INTERNATIONAL SIGMET PROGRAM WILL
BE HANDLED BY THE NATIONAL HURRICANE CENTER IN MIAMI, FLORIDA AND
THE CENTRAL PACIFIC HURRICANE CENTER IN HONOLULU, HAWAII.  

THE SYNOPTIC INTERPRETATION MESSAGE AT 1730 UTC WILL BE PREPARED
BY THE NATIONAL METEOROLOGICAL CENTER.  THE 2000 UTC NATIONAL
WEATHER SUMMARY WILL NOT BE ISSUED DURING THE OUTAGE.  

WE ARE UNCERTAIN AS TO THE AFFECT THIS OUTAGE WILL HAVE ON GOES
TAP CUSTOMERS.  WE WILL TRY TO ENSURE THAT THE GOES COMMS RACK
STAYS IN OPERATION, BUT THE RECENT MOVEMENT OF TELEPHONE LINES
WITHIN THE CENTER HAS CREATED SOME PROBLEMS WITH COMMS LINES AND
WE ARE UNSURE OF THE EFFECT.
