Subj: DELAY IN IMPLEMENTATION OF NPWs AND WSWs

I sent the following public information message on AFOS, NWWS, Family of
Services, etc. this afternoon. I used the following AFOS PILs and associated
WMO headers:

WSHPNSWSH ADMN81 KWBC
WSHPNSFOS NOFS11 KWBC

(FOR THE MSD CHIEFS AND OTHER NWS PEOPLE ONLY):

I also sent out an amended NWWS change notice this afternoon (WSHADWMSG) on
AFOS and on NWWS and an amended AFOS change notice will go out on Thursday,
from what I've been told (I drafted it today, but it needs to be reviewed thru
OSO and is eventually sent out by the SMCC controllers, rather than from my
office). I just found out about the delay on Friday...sorry for the short
notice...but I didn't know either.

...IMPLEMENTATION DATE DELAYED BEYOND AUGUST 1, 1992 FOR USE OF
                 TWO NEW WARNING CATEGORIES...

Due to ongoing policy coordination efforts, the National Weather
Service has delayed the implementation of the two new warning
categories (Winter Weather Warning/Watch/Advisory and the Non-
Precipitation Warning/Watch/Advisory) described below beyond the
scheduled starting date of August 1, 1992:

1. WINTER WEATHER WARNINGS, WATCHES, AND ADVISORIES to be issued
under the AFOS and NOAA Weather Wire Service (NWWS) product
identifier cccWSWxxx, where ccc is the three-letter id for an NWS
forecast office and xxx is the three letter id for the issuing
NWS office. (The corresponding Family of Service (FOS) product
identifiers are WWUS46 Kxxx in the conterminous United States and
WWAK46 Pxxx in Alaska.)

2. WARNINGS, WATCHES, AND ADVISORIES FOR "NON-PRECIPITATION"
HAZARDS such as high winds, heat, and obstructions to visibility
to be issued under the AFOS and NWWS product identifier
cccNPWxxx. (The corresponding FOS product identifiers are WWUS45
Kxxx for the conterminous United States, WWUS45 Pxxx for Alaska,
and WWHW45 Pxxx for Hawaii.)

Until further notice, subscribers to NWWS and FOS will continue
to receive the information described above from Special Weather

You will be informed when a new implementation date is
