1. I think the NDFD Decoder can go from NetCDF to traditional GIS formats.

2. Frank Warmerdam's GDAL/OGR is the swiss army knife of GIS formats
   http://www.gdal.org/

It is always a good idea to bother your ESRI sales rep and ask about NetCDF support as well. Make sure the company knows that the demand exists out there.
