Software packages that handle netCDF scale_factor and add_offset
attributes automatically include at least the following:

 CSIRO Matlab/netCDF interface

 Freud

 FAN
    http://www.unidata.ucar.edu/staff/russ/netcdf/fan_utils.html

 ncbrowse

 NCO (alpha test version)
    http://nco.sourceforge.net/

Also, the next release of netCDF for Java will include a class that
handles these standard packing attributes, when present.

The list above is probably not complete.  If anyone knows of other
general-purpose packages that respect the scale_factor and add_offset
attributes for packed data, please let me know.
