Timing 2.4 vs 3.x

In Timings that I did comparing the 3.x beta with the 2.4 release
on win95 I noticed up to a 2x speed up with some programs.  The speedup
seemed smaller, the larger amount of redefinition and 'filehacking'
that some of my netCDF applications do.  The speedup was better
with more normal 'define and write' applications.

Haven't tested the read speed.
