netcdf-3.1a binary for 32 bit Windows available

I built the netcdf-3.1 "C" library on Windows NT 4.0
using Microsoft Visual C++ 4.2.
The resulting binaries and the include file are available
as 
ftp://ftp.unidata.ucar.edu/pub/netcdf/nc31a.zip

This includes 4 compiles: a debug library (.LIB), a debug .DLL,
an optimized library and an optimized .DLL
