How to obtain NetCDF

We have got NetCDF User's Guide, An interface for Data Access Version 1.11.

Chapter 11 gives information how to obtain NetCDF for UNIX systems, but
looking on the FTP directory "laurel.ucar.edu." I could not find the file
pub/netcdf.tar.Z.

Can you tell me how to obtain NetCDF ??
