Does netCDF allow multi-access?

I have been studying the netCDF manual and haven't been able to find
any references to whether or not a netCDF file can be accessed by
two processes simultaneously.  Specifically, I'd like to have one
process creating the .CDF and another reading data out of it as
the file is growing...   Is this allowed under the current definition?
