NOAAPORT outage

As of 02:20 UTC, I'm showing no NOAAPORT activity in our LDM queue.  
Looking at our ingester system's link to the demodulator, DCD is rapidly
fluctuating up and down. Queries to its management interface suggest a
normal signal strength (-55.8dBm) and Eb/No (>8).

Anyone else experiencing downlink problems?
