20030227: Starting LDM for first time

Matt,

You must run the scriptconfig as descibed in the binary installation
instructions in order to generate the ldmadmin scripts from the ldmadmin.in
file:
http://www.unidata.ucar.edu/packages/ldm/ldmBinaryInstallList.html#s5
